This has been done in git some time ago, but pyproj cannot be rebuilt 
with python3.10 until pandas is built successfully on all architectures.

It also won't be able to migrate to testing until numpy can, a bunch of 
autopkgtest failures prevent that.

Please help resolve those issues.
