Bug#980339: pyosmium: drop unused Build-Depends

pyosmium has unsatisfiable cross Build-Depends. Instead of looking into
this difficult problem, I looked into easily droppable dependencies. It
turns out that building pyosmium with a variant where libgdal-dev,
libgeos++-dev and libsparsehash-dev are moved to Build-Conflicts
produces bit-identical binary packages as a regular build. All of the
libraries are tested for in cmake/FindOsmium.cmake, but not used in any
other way. I think they can safely be dropped. Please consider applying
the attached patch.
