Bug#983245: merkaartor: FTBFS with PROJ 8.0.0

Hi,

FYI, here's a version of the patch (derived from the upstream pull request
https://github.com/openstreetmap/merkaartor/pull/233 ) that works with the
Merkaartor 0.18.4 release (and makes it build against proj 8.0.0):

(I took the upstream pull request, ripped out the Travis parts that do not
apply, and massaged the CHANGELOG so that the hackish version parsing
script does not choke on it.)
