Previously the build dependency was on python3-dev which pulls in more 
than libpython3-dev. That conformed to the Python policy:

dh-python also needs to be reinstated as a build dependency and used in 
d/rules along with other changes from 
ce83ed7e88adca90c10b8e1fa751f6d811eedae9.
