It is strange because python3-h5py is indeed a dependency of mintpy but 
in the autopkgtest log it is only listed as a suggested package.
The problem could be related to #1025575 [1], but I'm not 100% sure.

By the way I will workaround by adding python3-h5py-serial explicitly in 
the list of dependencies in the d/tests/control file.

Not sure if using python3-h5py-serial | python3-h5py-mpi in place of 
python3-h5py in d/control would make any difference.
I will do it anyway.
