pykml (0.2.0+dfsg-1) only excludes kml22gx.xsd, that is unlikely to be
sufficient for the FTP masters.
ogckml22.xsd uses the OGC Document Notice which was considered non-free
because it limits modification. This is why tinyows is in non-free.
Exclude src/pykml/schemas/* instead to not have to deal with any XSD
licensing.
