Thanks for the response.

I updated the repository as directed at 
https://wiki.postgresql.org/wiki/Apt#Bugs.

This has resolved the issue.

It appears that there may be an issue with the repositories at 
mirror.internode.on.net which is where I have been obtaining packages.
