As reported in #1043409, nco in bookworm lost udunits2 support causing a significant loss in functionality.

The branch needs to be updated to keep git-buildpackage and debcheckout working.

The --disable-udunits configure option now disables udunits2 support instead of udunits support as before, dropping the option makes --enable-udunits2 works as intended again.
