[Git][debian-gis-team/pystac][master] Drop unused UPSTREAM_VERSION.

Hi Bas,
UPSTREAM_VERSION is used in 0003-Fix-links-to-source-in-docs.patch to 
build the links to the correct tag in the git source.
If the UPSTREAM_VERSION environment variable is not defined it should 
fallback to master, so it is not a big issue, but probably we shall 
revert this change in future releases.
