The python section is applicable for the python3-pygeoapi binary 
package, you can also use it for the source package and have the binary 
package inherit it from the source package by removing the Section field 
from the binary package.

The utils section is a appropriate if usr/bin/pygeoapi moves to its own 
pygeoapi binary package similar to e.g. stetl. The python3-pygeoapi 
binary package providing the library should use Section: python.

This would fix:

  I: python3-pygeoapi: wrong-section-according-to-package-name utils => 
python
  X: python3-pygeoapi: library-package-name-for-application 
[usr/bin/pygeoapi]
