[Git][debian-gis-team/usgs] Pushed new branch master

The LICENSE file and license key in setup.py don't match.

With the project being dead upstream, the package will have to carry 
patches indefinitely.

I had to add python3-sphinx-rtd-theme to the build dependencies to fix 
the sphinx-build failure, and use a non-unstable chroot to workaround 
the python3-defaults breakage (#1040316).
