Switching to jakarta.annotation may be option, it uses EPL-2.0 or 
GPL-2.0 with Classpath-exception-2.0.

If not, we'll have to move the package to non-free.

I'll need to test the jakarta.annotation changes and forward those 
upstream if it works.
