Mapnik 4.0.0-rc2 switched from boost:optional to std:optional which

Thanks for the patch, I managed to make the version in experimental 
build too but all tests failed due type mismatches related to std:optional.

python-mapnik upstream has since switched to pybind11 which FTBFS due to 
other issues. I'll try to forward port your patch to what we currently 
have in master to see if that might be good enough to upload and upstream.
