That shows that you're using a non-standard JRE:

  Using /usr/lib/jvm/java-19-openjdk-amd64/bin/java to execute josm.

Try using openjdk-17:

  JAVACMD=/usr/lib/jvm/java-17-openjdk-amd64/bin/java josm

Use update-java-alternatives to set an LTS JRE (17 or 21) as the default 
instead of a non-LTS JRE. java-common in unstable still defaults to 17, 
in experimental it defaults to 21 but that transition hasn't started yet.
