Which dpkg tolerates because of extend-diff-ignore in the source options.

dpkg tolerates removal of autotools generated files by default, this new CI job has no tolerance whatsoever.

You could also change the upstream tarball in a +ds release.

That doesn't really bother me, the IRC notifications were more visible.

I suspect there weren't any tagged releases at that time, or may be just copied the debian directory from one of those packages.
