I can reproduce this on my system, but since I don't actually use merkaartor, I'm not going to spend time trying to fix this and tempted to close this wontfix.

Merkaartor sees very infrequent releases, I can't recommend anyone use it for their OpenStreetMap work.

You should use JOSM instead, but it seems that also doesn't work on your system (#1118400).
