gdal_3.13.0~beta1+dfsg-1~exp1_amd64.changes REJECTED

Hi,

The Author Check note finds at least some authors that are not credited
in debian/copyright (though also at least one that seems to be an alternate
spelling of their name).  This is a new command I am working on to help
with finding uncredited authors, so I am happy to accept feedback if it
is incorrect.

There also seems to be quite some variation in the license specified in
debian/copyright vs the actual license specified in the file as found by
the licensecheck command.
