libepr-api-dev is declared Multi-Arch: same, but fails to coinstall.

The file /usr/share/doc/libepr-api-dev/html/doxygen.css is shared by
libepr-api-dev version 2.3-2+b1 as present in unstable with varying
content.

Please ensure that shared files have bit-identical content across
architectures, move architecture-dependent files to
architecture-dependent paths or remove the Multi-Arch: same field.

Note that being M-A:same is not required for the majority of
development packages. Removing M-A:same is the simple solution here. A
viable alternative is separating the documentation into an Arch:all
libepr-api-doc package. The latter approach has the additional benefit
of only performing the documentation build on amd64 and also reduces
the amount of files installed by buildds.
