Uh :(. It doesn't explicitly allow redistribution, nor distribution of
modified works. It doesn't allow to charge a fee for redistribution.. etc.
Doesn't sound free to me.

IANAL, but AFAIK when a license doesn't explicitly allow something, it means
it's not allowed.
I'm adding CC to debian-legal. Can you people send your advice?
