Bug#268322: grub: Not all file systems supported

/lib/grub/i386-pc/... lacks stage 1.5 for the fat file
system and others. This makes it impossible to use grub
to build boot floppies based on fat.

The grub package should include all supported file systems.
The stage 1.5 binaries are not that big anyway.
