I don't think this bug really is a bug. I just think think your system is broken.
As Luis said, you should simply mount your boot partition on /boot.
That's what i do and everything works perfectly.
I don't think the package is too big either :
~ $ apt-cache show grub-splashimages | grep Installed-Size
Installed-Size: 360
~ $ df | grep /boot
/dev/hda2 46M 12M 32M 27% /boot
These 12M are used by a single kernel, so i think 360ko of installed size
is nothing compared to kernels size
So i don't think you should move the images to /usr/share/grub for any of these
2 reasons
The only reason (for me) to do that, is if it is required by the debian policy
or the usual way to do for similar things
