I'm diagreeing for three reasons:
- it's a RC violation of section 2.2.1. of your policy
- saving archive space might be a point if it would be done
  consistently - but as long as a package like emacs21-nox uses over
  20 MB of your archive space I can't take the archive space argument
  seriously
- what's wrong with the trivial solution "Depends: grub | not+i386" -
  not even your archive space argument is against it
