I'm not sure if crafting of floppy images is something that should be done
using the Debian package. Have you tried the "grub-disk" package? We
provide pre-built images already.

In stage2, all filesystems are supported, but in stage1.5 we only want to
support those filesystems that may be used as root filesystem. Is there
any reason to support other filesystems than these?
