grub-splashimages depends on grub which is only available
on i386 and hurd-i386.

I don't see any reason why it's binary-all instead of
i386-only given that it's uninstallable on all other
architectures (and this isn't likely to change).

The package contains architecture-independent data which is only useful
when coupled with an arch: any package that only builds on certain
architectures.  Building the package as arch: all with a dependency on
the arch: any grub is perfectly reasonable in the interest of saving
archive space, and does not carry with it any obligation to be
installable on architectures where it is not useful.

Therefore I am closing this report, as this is not a bug.
