Bug#422851: grub-pc: Configuration fails if there is no /dev/fd0

I noticed that grub-probe gets the list of devices to probe from the
existing /boot/grub/device.map. If I removed the line from that file
that mentioned /dev/fd0 (which has never existed on this system) then
grub-probe no longer fails. However, I still can't get grub2 to install:

        # dpkg --configure --pending
        Setting up grub-pc (1.95+20070507-1) ...
        Updating /boot/grub/grub.cfg ...

        done
