I'd actually rate this bug as at least "important".

Anyway, one obvious place to add a warning that early GRUB stages need to be
updated manually using that "grub-install" usability crap from hell, is the
output of update-grub.  It is far from obvious that update-grub does not in
fact update grub, just its configuration...  unless you happen to know quite
well how grub works.  It really should warn users that one needs
grub-install to actually update grub.
