05_debian_theme is Debian specific, but the whole support for the
background picture not.

So please forward this upstream to grub-devel at gnu.org (You need to
subscribe first)
We just don't want to diverge much from upstream and because of
copyright and coding style and these things, so it's just better if you
forward this yourself.
If I remember correctly it wouldn't be even possible to get this
commited upstream if I would do the whole work for you.
