swap hard disks boot order in BIOS so sdb gets booted
prefix for grub is fd instead of hd
grub.cfg has it right with hd0

set shows
root=fd0,1
prefix=(fd0,1)/boot/grub

ls shows (hd0) (hd0,1) (hd1) (hd1,0)
