Bug#492543: grub2: missing alternative dependency on debconf-2.0

Several of the grub2 binary packages have a dependency on debconf w/o
the alternative debconf-2.0 which will make a future transition to
cdebconf really hard. Some of those already have an additional
dependency on the the correct debconf with alternative by way of the
misc:Depends substvar, in those cases it's just a matter of removing
the bogus direct debconf dependency.

The requirement to use this alternative dependency has been around
since 2003 or so.
