First, this bug is not RC.  Booting Windows still works, and if you want a
nice menu entry all you have to do is installing os-prober.

But even if it didn't, there's no way we're going to consider bootability
of a foreign OS as Release Critical.

Second, you're not going to archieve anything by bumping the severity.  We
have our own priorities.  If this bug is important to _you_ then speak with
the os-prober maintainers and help them solve #476184.
