Please see #527068
We added a debconf prompt on purge to remove all files, which defaults
to no though. Seems like you missed that one.
Holger Levsen who filed that piuparts bug agreed with that solution.
I don't think it would be that good if we would remove whole /boot/grub
by default for everyone.

I merge yours now with the 2nd report of Holger, because we still leave
an empty /boot/grub around even though rmdir is run. Just hadn't time
yet to debug this.

With the next trunk upload this should improve with many kernels.
