We have already enough bug reports that we should recommend again
os-prober, which are already marked pending.
A Depends would be totally wrong.
There is absolutely no need to have it installed when you don't have any
other OS installed on your machine.
We are in the plan of making GRUB 2 the default and servers surely don't
have a need to have os-prober installed.
Yes Debian is also used for servers not just desktops.
Recommends get installed by default, though you can disable that if you
want.
