Bug#547409: grub-pc: /boot/grub/grub.cfg gets mode 400

The changelog says:

  * patches/907_grub.cfg_400.diff: New patch to make grub.cfg again mode
    444 if it does not contain a password line.

This doesn't seem to work. My grub.cfg doesn't contain any password line,
and still the mode is always set to 400.
