It would be nice if you could submit this upstream at
grub-devel at gnu.org. Though you need to subscribe first.
We don't want to diverge much from upstream and it would be useful for
them too.
I don't think this needs a copyright assigment/disclaimer but that can
tell you the upstream maintainers.

By the way I just added the presubj script to grub-common which would
have told you this before reporting the bug if you use reportbug at
least (not sure about reportbug-ng).
