Policy §3.3 states that '[t]he maintainer must be specified in the
Maintainer control field with their correct name and a working email
address.' General opinion on debian-project is that a closed list
address is not suitable.
Instead of rejecting all mails from non-subscribers you should some
combination of heuristic spam filtering and human moderation.
