Bug#565685: fails to boot with "sparse file not allowed"

For testing I have kicked out the "notail" for the root
partition, rebooted, installed the old version 20100101,
ran grub-install and update-grub, removed /boot/grub/grubenv,
ran "grub-editenv create", and rebooted again:

No problem.
