Bug#588133: grub-legacy -> extra; grub-common, grub-pc -> optional

Since we now install GRUB 2 by default, I think it would make sense for
it to have a higher priority than GRUB Legacy rather than the other way
round.  Could you please make these priority changes?

  grub-legacy extra
  grub-common optional
  grub-pc optional
