Package: grub-common
Version: 1.98-1
Severity: normal

The same problem here.

running

  sh -x /usr/sbin/grub-mkconfig -o /boot/grub/grub.cfg

produces grub.cfg, but with empty "root=".

/dev of course is mounted.
/ and /boot are mounted also correctly.

happened when doing massive upgrade (not upgraded for few months).

also 2.6.32-5-686 was installing.
