In that case right now you may be doomed to occasionally have problems
like this; the core image and grub.cfg must not be too far out of sync.
I assume you're taking explicit care to run grub-install every now and
again.

(I think it's reasonable to try to make update-grub not fail hard if the
administrator is in the habit of running grub-install at some point
shortly after update-grub, though; the safety check I added for
/boot/grub/locale was in that spirit.)
