Bug#623124: grub-pc: grub-setup fails to install on /dev/sdaX since 1.99~rc1-9 (blocklist?)

Package: grub-pc
Version: 1.99~rc1-13
Severity: important
Since 1.99~rc1-9 version of package, grub-setup fails to update grub on my boot
partition (/dev/sda4) with the following messages:
Paramétrage de grub-common (1.99~rc1-13) ...
Paramétrage de grub-pc (1.99~rc1-13) ...
/usr/sbin/grub-setup: warn: Attempting to install GRUB to a partitionless disk
or to a partition. This is a BAD idea..
/usr/sbin/grub-setup: warn: Embedding is not possible. GRUB can only be
installed in this setup by using blocklists. However, blocklists are
UNRELIABLE and their use is discouraged..
/usr/sbin/grub-setup: error: impossible de lire `/grub/core.img' correctement.
Generating grub.cfg ...
....
Note that /grub/core.img does not exist, it's should be
/boot/grub/core.img instead I guess.
If I reboot, grub does not work at all: I can see GRUB at top of screen but
nothing happens (I can't see the menu). (However I think it's "normal" and
acceptable since I was warned about failure installation.)
All versions fail since rc1-9, including rc1-13 (rc1-8 works fine).
Here the output of grub-setup
# grub-setup -v /dev/sda4
