Good news! I figured out what I was missing was
"GRUB_TERMINAL_INPUT=at_keyboard" in /etc/default/grub BUT I have one last
issue, which is cosmetic but kind of a big deal:
Whenever I use the arrow keys the screen is flooded with messages like
"Unknown key 0xe0+0xaa from set 1" which makes it hard to edit the menu
items (though at least I stand a fighting chance with Dvorak on my side!).
