Bug#686182: Please allow translation of all debconf templates

Quite likely...but grub is somehow loosely maintained nowadays (no
ofense intended to those people who are part of this "loosely", most
are involved in way too many other things).

Still, this review is easy as I have access to grub's VCS and can thus
commit proposed changes once they're settled.

What I'm unsure about indeed is whether the upgrade templates are
still useful for wheezy.
