I just ran into the same issue upgrading from 1.99-14 to 1.99-15.
The list of the modules loaded is minimal:
/usr/bin/grub-mkimage -d /usr/lib/grub/i386-pc -O i386-pc --output=/boot/grub/core.img --prefix=(,msdos5)/grub biosdisk ext2 part_msdos
grub modules resides in a separate partition:
/dev/sda5 /boot ext3 rw,noatime,errors=continue,barrier=1,data=ordered 0 0
AFAICS there's no way to resolve the problem without repartitioning the
disk to move the first partition.
