Thank You Vladimir!!!!

I removed every trace of grub 1.99-23 from my system & then installed 2.07
  That works very well---I was up until now updating from 1.99 to 2.07 & as
I look into 05_debian_theme in /etc/grub.d, I see that the location of
grub-mkconfig_lib has changed from /usr/lib/grub/grub-mkconfig_lib to
/usr/share/grub/grub-mkconfig_lib & that "seems" to have caused my
problems--update-grub was silently failing without errors .... I can see
that others doing a upgrade instead of a fresh install may run into the
same problems......

In any case, total removal & then install fixed my problem.....bug closed.
