Seems I got the reason for this problem, at least in my system. Apparently a
test in 40grub2 is only valid for LANG={C,en_*} and causes problems for other
LANG values. It has already been reported to Ubuntu launchpad, and as
mentioned in that bug report, the same delay happens when running
update-grub, becoming larger with each run.

[40grub2 gets confused for menuentry generated in other languages]
My grub.cfg had become as large as 7441128. Renamed to something else in
case it was needed and reinstalled grub2. Size of new grub.cfg is 28139, far
smaller, and problem seems to have disappeared.
Anders, Is your grub.cfg also oversized?
