Bug#757298: Please add fallback boot entry for sysvinit when systemd is the active init

Hi Colin,

you mentioned in the CTTE discussions regarding switching to systemd on
wheezy to jessie upgrade that you'd be willing to review this patch [1].
Since time is running out to get non-RC bug fixes into jessie, it would
be great to have your feedback on this patch and ideally have it
uploaded before January, 5th if you consider it reasonable.
