Hi,

JFTR: there are already two upstream bug reports about this issue:

But they're just about the regression/change, not about adding
configuration possibilities (in /etc/default/grub) to restore the
previous behaviour(*). Hence they were both closed with a reference to
the current documentation.

(*) Which is in use in many entreprises and universities to prevent
    users to root a system via editing the grub config.
