I've just added a patch against upstream's git HEAD at
https://savannah.gnu.org/file/0001-Introduce-GRUB_ALL_UNRESTRICTED-to-only-restrict-edi.patch?file_id=30817
which honours upstream decision to change the behaviour and offers an
option to configure more or less the previous behaviour.
