When dpkg-reconfigure is run with a current directory that grub-probe is not
permitted to access by SE Linux permissions (such as /root with the current
policy) then we get the above error. I don't think it should even give an
error message in this situation, let alone abort it's operation.
This is similar to bug 860028.
