I understand that guides often refer to boot loader configuration as the
path of least resistance.  However, if this is going to be enabled by
default, I think it generally makes more sense for that to be done in
the Debian kernel packaging (which is generally in a better position to
determine what makes for good defaults for the kernel's behaviour), so
I'm reassigning this bug there.

(I currently have no opinion on the change itself.)
